This would not have happened in Wisconsin. Wisconsin has the strictest laws to protect agricultural workers in the USA. The Migrant Bureau inspects all camps before the season begins and approves them if they meet regulations. They also do audits on contracts and payrolls of all farms and farmer that hire agricultural workers, including canneries, greenhouses and pine tree farms.
I know it because I was associated with bureau since the Latino protests in the 60s and 70s to improve working condition and wages in the state.
