For the past 10 years, Justice Phylis Speedlin of the Fourth Court of Appeals has been dedicated to ensuring the success of the Community Justice Program (CJP), which provides pro bono legal clinics for San Antonio’s low-income citizens. For this reason, Justice Speedlin was awarded the inaugural Judge Merrill Hartman Pro Bono Judge Award. The award is named for the late Dallas judge who was a dedicated proponent of pro bono programs serving the poor.
